Two Manmohan Singh-led terms: a high-growth first term riding a global boom, and a second term marked by the 2008 crisis, the "policy paralysis" narrative, and a string of corruption controversies — alongside landmark rights-based legislation (RTI, MGNREGA, RTE, Food Security) that later governments built on rather than repealed.
